      <image:caption>A Historic University Builds Resilience Yeshiva University, over 130 years old, has over 10,000 people on six different campuses extending throughout four boroughs in NYC. The university engaged Andrew to guide a Masters level student project to develop a business continuity plan. Solution Working in close cooperation with IT, facilities, and risk management departments, the team identified successful past practices from Hurricane Sandy and potential vulnerabilities and key mitigation measures. The team developed a draft plan, conducted a table top exercise, and made additional recommendations for improvement. Outcome Recommended solutions were formalized into planning documents and mitigation measures put in place, increasing organizational resilience in critical functions.</image:caption>

      <image:caption>The NYC Dept. of Health called on Andrew and his team to develop a pandemic planning toolkit for healthcare organizations, non-profit, and community and faith-based organizations that provide critical services to NYC residents. While NYC Dept. of Health has a pandemic influenza plan and continuity of operations, this did not extend to these groups. Solution We researched best practices and sources of support within communities and resistance to emergency planning around pandemics. Using these practices as a basis, we engaged a representative group of organizations and conducted a progressive series of workshops to develop an innovative planning toolkit, consisting of a planning guide, workshop, and video overview. Outcome Community members were engaged in the process and became staunch advocates for the pandemic planning toolkit, bringing it out to the community and presenting it at an industry conference. We delivered the workshop to the American Red Cross of Greater New York, the largest chapter in the USA; this drove their effort to review and revise their pandemic planning and continuity of operations.</image:caption>

      <image:title>Portfolio - Hurricane Preparedness for NYC OEM - Helping NYC Prepare for Irene and Sandy</image:title>
      <image:caption>The NYC Office of Emergency Management (OEM) developed the Coastal Storm Plan (CSP) starting in 2006; a key component of the plan is the establishment of Hurricane Shelters to serve up to 600,000 residents who seek public shelter in the event of a severe storm. In 2007, they needed to make this plan fully operational. Solution Andrew Boyarsky led the effort in collaboration with NYC OEM to develop, test, and produce a range of support solutions, from field operations guides, to online and classroom courses targeting 68,000 storm staff, to develop a web-based software solution to manage staff, facilities, and shelter client data. Outcome In response to both Hurricanes Irene (2011) and Sandy (2012), these systems were used by over 5,000 NYC storm staff to manage an extensive shelter system of 68 shelters housing 37,000 shelter clients throughout the five boroughs of NYC. Senior emergency management staff from the command level through to storm staff used these systems and reported that they were highly effective and essential tools in managing emergency facilities. These systems have been used as a model in the development of similar guides at the regional and national level.</image:caption>
